Crave, Sunny 16 is based on the ISO of your film. If you’re using a filter, simply apply the filter factor to your ISO.
Using the above example, the OP is using a filter that affects his exposure by 3 stops. Using ISO 400 film reduced by three stops gives an effective ISO of 50, therefore your sunny 16 shutter speed would be as close as you can get to 1/50 sec; usually 1/60. Make sense?
