Kiev 4AM frame counter

I have a Kiev 4AM and was a wondering if my frame counter is faulty or if what is occuring is the design. When i wind on and shoot it advances 1 frame. No problems there. But what is concerning me is that the frame counter wheel is not fixed in that i can move it forwards or backwards using the thumb wheel. Is this normal? Because it is so easy to catch it, especially with my knuckle as i wind the film forward. Obviously my concern is that i could catch is and lose my count on how many shots i've taken. So is it broke or is it the design?

Thanks for clearing that up. I'll have to keep a manual record of my frame count then just to be on the safe side...

That's normal. Just set the counter after you have loaded the film. The counter isn't all that easy to turn accidentally. It just barely sticks out from the body of the camera.
