Canon IV Slow Speeds

I have a IV something; top speed is 1/1000, slow speeds on front dial, flash sync. I have a for sale in the classifieds but no one is biting so I wonder if the issue is an easy fix.

The slow speeds sound accurate BUT and it's a big BUT - the shutter won't run until I lift my finger from the shutter release. So pick a speed from 1 to 1/30, push the shutter release down and the shutter opens. The shutter stays open until I lift my finger from the shutter release and then it closes at the correct time. Example, I set the shutter to 1/15. I push down on the shutter button, shutter opens and will still open as long as my finger is on the shutter release. As soon as I lift my finger the shutter will close in 1/15th of a second

Any ideas?
 
This may not be too helpful, but that's what my Leica IIIc/f does, when I set it to B and a slow speed. Maybe something is misaligned and sets B at 1/30, assuming it's a similar design with the Canon. Good luck!
