Recently bough an Electro 35 cheap but it only fires at full speed as I can see. Neither does Bulb work.

Using 4 LR44 in a 3D printed adapter.

It seems, as I depress the shutter button, the indicator can go on and off. You can also hear the coil in the lens, I suppose.

I have opened the lens and cleaned contacts on mode and aperture. Also cleaned the double contact near the POD. Are there more contacts for the metering that go bad?

On this one the POD seems to be in good condition.

Studied the repair manual and saw there are contacts deep inside on one of the release rods. Sprayed some IPA in there and the noise and flickering stopped.
But, the shutter still fires only at full speed and bulb does not work.

Could the timing capacitor be bad? Should I try to get a scope on it?

You may have a bad cell in the four pack you made. I'd do the first easiest thing and replace them all and see if the problem stops with the bulb abd shutter.
