Schneideritis(?) in Color Skopar 28mm?

I considering purchasing this Voigtlander 28mm Color Skopar f/3.5 lens. I noticed these white specks. (See Picture). Is that schneideritis? Or did voigtlander use a speckled type of paint?

As it appears on the photo, it won’t affect photo quality. But if this is the only known example of this phenomenon in this particular lens model, I wouldn’t buy it - as it is unknown how it will develop over time.
 
I've never seen that in any Voigtlander lens.

Where is the seller located?

Actually, I have a Color Heliar 75/2.5 of about the same vintage. It developed a slight case of schneideritis that never progressed further. Also, I had the 28/3.5 in Nikon SC mount (otherwise the same lens). It developed pronounced internal haze which was deemed unrepairable by the folks at Skyllaney. Apparently, early Voigtlanders used a non-balsam cement that was prone to fogging. I would examine any potential purchase very carefully!
